Highly corrupt ex CS R Parshuram did a lots of fraud on each of the step in his active service, actually he was retired on 31March13 but CM extended his services for 6month, before his retirement, before completion of extension period he bargained and taken post of Commissioner of election, for winning of this election, CM appointed him for 6year, means not only this election but also for state election of 2018. because of he is actually a pet of CM SRS Chouhan, neither much intelligent, nor smart, but a good servant, follows them as per their desire, while he did a lots of fraud since 78 he joined as an IAS in MP cadre, he swallowed money in most of departments, such as rural, agriculture, etc., and issued hundreds of circulars against laws, for saving most of corrupt officers & employees of many departments of MP state. 2nd coincide, he will not only do the partiality for winning of BJP, what was the need to reappoint him as election commissioner, after retirement, while there are lots of IAS officers, whom are not only highly intelligent, but cunning, corrupt & shrewd too, they can blindly support for winning of election. Why CM always obliged retired CS, because of CS is head of administrative body, they were having control of state and well aware of total system, for CM they did most of frauds, for earning of money, corruption etc.,
