Present CS R Parshuram, who is not only highly corrupt but also fraudulent, previously he was PS of Panchayat Deptt., for saving frauds of Panchayat & Rural Development, he ordered & changed PIO’s & Appellate officers in this department, in dist. Panchayats, CEO of Panchayat appointed as appellate officer & PIO appointed a clerk grade, for saving corruptions, if any one want to collect information of or from Dist. Zila Panchayats, these dirty corrupt staff of Panchayat will try to refuse applicants anyway, if applicant is powerful, than these will try to torch him, by passing time to accept, ask him to stand & wait concerning clerk is not here, or any other cause, and if accepted, within 2-3 weeks they will send him letter of 2 to 10 times high charges of photocopy of documents, if applicant is smart and able to file appeal against them, appeal will go to same officer means CEO of panchayats, same they did in Rural Engineering Services, in this department executive engineer is PIO, but he is also appellate officer, while previously, collector was appellate officer of CEO ZP, and EE, RES. Total panchayat department is full of corrupt officers from PS to smallest unit of Secretary of rural panchayat all are collecting funds from each & every corner. Most of work all these are doing on papers only, swallowing funds up to 90% of central & state govt. & other funds, at least they are swallowing more than Rs.1.5lakh crore pa.
CS R Parashuram repeated the same tactics in all the corrupt departments such as forest, DFO now holding both posts he is PIO and appellate officer, on paper PIO appointed to clerk grade.
