MP state total expenditure of total budget of 10-11 is planned for swallowing and in so many items of expenditure is meant for 60 to 80% for swallowing such as Women & Child development, MP Agriculture, MPPWD, MPWRD, Rural Development, PAnchayat & social Welfare, MP SC&ST Welfare etc., most of budget for corruption to swallow by IAS, as secretary, PS, ministers, bureaucrats, officers, contractors, businessmen etc., MPPWD Rs.2869 Crore, while most of roads are under RDC, for getting toll, remaining are under AADB loan, means total budget to swallow by CM, CS, PS, Sec, EnC etc., Rs. 1700crore for rural road development, while Rs.1500crore from Central Govt., Rs.3522crore for WRD for irrigation, Rs.3000crore to swallow, NVDA Rs.1094crore Rs.500crore to swallow, while most should complete before 2005, yet not completed due to corruption. Energy: all power dist. cos are top cheaters, all Indian Abusing Service officers are not technical but holding post of MD to swallow money by producing fake of heavy expenditures, while charging 5to 10times charges,still crying to increase for charges, of actual cost of energy, in this budget arranged Rs.3220crore, while CM given most of new plants to private sectors, Rs921.29crore to PAnchayat, at least Rs500crore will swallow by Sarpanch to CEO, ZPs' of all dist. Rs.487crore for rural housing, Rs.100crore for draught prone irrigation prog. DPIP, total budget will swallow by CEO of Zila & Janpad CEO's of all dist.
