No one state of the country is closing national highways dns. in the country. That dirty bustard Suleman transferred most of the roads of state highways to BOT contractors after getting big commission, both these dirty also transferred most of national highways to National Highways Authority of India, for pledging to BOT operators. Khandwa Betul highways is only 15’ wide single road only, but BOT contractor is collecting toll since 2006, Indore Ichchapur 203 km is only 27’ side, collecting toll since 2003, but both patties are still not filled & leveled with road after 6 year, there is no renovation in last 6 year, while there is clear terms, total roads will renovate in each 3 year. So there is no business for PWD Engineers around the state. That dirty cheater Suleman released Rs390corore tenders from HO, while it is meant for executive engineers of divisions, Agriculture Mandi Board is giving more than Rs800crore for Rural Road development, Central Govt. is also allotting more than Rs1000crores in Central Roads Funds, state fund is also Rs1200crore. Where is total funds of state roads? That dirty devil secretary Suleman, who is also MD of MP Road (Commission & plundering on road) Development Corp. want to swallow total in commission.
PWD min. KVijyvrgiya is ready to give extension to retiring engineers: In MP, PWD minister after getting money is going to give 2year extension to all CE, SE etc., on cost of Rs.10 for CE & Rs.5 lakh for SE pa. Most of CE & SE who will get extension on cost of Rs. 5 to 10 lakh, of course then all these collect this funds by corruption.

Now MP RDC is pledging Ujjain Indore SH of 49km for snatching money, while previous contractor collected money but was unable to provide proper maintenance & repairing, could not filled both side patties of 5’ wide with kuchhie muram, even he chopped more than 1 lakh tree, in place of plantation of 250 trees per km per year while he had hold this SH up to 10 year. Corrupt MP govt. is pledging SH 31 & other to private parties for snatching public: On 19.06.08, CM inaugurated Lebad Jaora 125 km road @ cost of Rs.729 crore & Jaora Nayagaon 127 km road @Rs.735 crore only for widening & renewal, under BOT handed over to their private contractors, these dirty corrupt given these roads on 10 times higher to cost provided to MP PWD, and for renewal & widening it cost not more than Rs.1crore per km, but for charging higher charges from vehicle owners these dirty corrupt sanctioned 6.5 higher charges it is approx. Rs6.5 crore per km. Highly corrupt bustard MD Suleman, had planned this conspiracy, of course he sanctioned this big amount & will collect more than Rs100 crore each from both contracts. It requires Lokayukta enquiry for this 15% higher cost for snatching money from 4wheelers regularly upto 30-40 year, private owners will spend only Rs.60 to 100 lakh per km. Of course Chairman is CM SRS chouhan, & PWD Min. Kailash Vijayvargiya will also collect Rs100 crore from each contract.

It is only meant for paper audit, this organization is only doing job of papers watchdog. MP RDC is totally fraud, cheating vehicle owners: MP Road Development Corporation Ltd. is a Govt. organization, meant for road development of MP state, in place of development it is meant for development of PWD Min. & MD and engineers of this organization. This RDC is transferring roads for development to private parties, and than collecting toll tax on these roads. While its basic concept is built, operate & transfer scheme. In place of built of roads, most of roads are repaired, no roads is built, but these private parties are now collecting toll widely, charging according to desires with 4 wheelers. It is happening since last 4years on most of BOT roads of state, while no roads is according to requirement of Indian Road Congress, i.e., not according to standard. Most of roads are not in good condition.

Indore Bhopal road is making in very bad shape for earning: For earning & transferring roads to BOT contractors, MPPWD min. Kailash Vijayvargiya, not preparing Indore Bhopal road which is in very bad shape & much damaged. It is a govt. official style for earning to create problems 1st , than ask for money from public or from central govt.
NH59 & 59 A are in very bad shape: Indore Ahmedabad NH 59, Indore Nagpur via Betul NH59A both these roads are under National Highways, but in very bad shape, on 59 A, this road is 27’ wide in only urban area, either it is only 10’ wide, and both sides big pits, there is no both side 5’ filling with raw rocky stones, while according to Indian National highways standard, it should be at least 27’ wide by WBM coating. 2ndly this road is connected directly with Indore, but its controlling EE is sitting 80 km away at Dhamnod dist. Dhar on NH7. Of course, funds are sanctioned by Min. of surface transport, Govt. of India, these dirty corrupts want money for sanction of funds for maintenance of roads, 2ndly some part of money also swallowed by AE, EE, SE, CE of NH. At least 50 to 100 accidents are average per day on this 145 km. Due to bad shape of this road, but no politicians, engineer, admn. Officers bothers for same.
On BOT roads contractor made illegal tollbooths with support of PWD min.: most of BOT contractors collecting funds on many illegal tollbooths, with support of PWD Min. K Vijayvargiya, Ashoka Buildcon as VIVA highways collecting on 3 illegal tollbooths, more than Rs1lakh per day, for saving this corruption, AB filed a case in high court. While there is no clause to collect money on any undefined tollbooths, in given contract, but these dirty corrupts are collecting funds since last 3year.
West CE TS Reen ignored order of PWD Min. K Vijayvargiya: CE TS Reen, ignored order of MP PWD Minister Kailash Vijayavargiya, to relieve SDO\ Asstt. Engineer RN Mishra from sub dn.1 & hand over charge to other SDO, Reen taken money from this notorious & highly corrupt SDO Mishra, for retaining & joining in same dn. Reen retained Mishra up to 15.11.06, while Mishra was relieved from his post on 10.11.06, up to that time, he filed case in Indore High Court Bench for stay, & Mishra bought all Govt. Advocates for the same. Of course CE TS Reen is also highly corrupt, he passed his more than 30 year in this department made property more than Rs50crores of course these dirty corrupts most of assets transferred on others name, that’s why he also refused to provide information in RI Act05.
EE RK Vyas highly corrupt is corrupting life of roads of Khrgn.: Highly corrupt RK Vyas he did lot of fraud when he was SDO in NH PWD Indore, that vulture snatched & cheated funds of Rs30lakhs from NH Khipra toll tax barrier. He was due for suspension, but escaped due to he got this information & taken leave. In place of suspension, he got promotion as EE and posted in Khargone MP. MP Govt. formed RDC for direct earning from SH through BOT contractors. BJP operated MP govt. formed MP Road Dev. Most SH Roads on BOT, why road tax , taxes on petrol & diesel: while MP Govt. is giving all important state highways to BOT contractors, why these dirty bustards Govt. bureaucrats are charging road tax 0.5%, taxes on petrol & diesel 35% Central & 35% by state and local bodies. MP PWD is getting funds from Central Road Funds, NABARD, Krishi Upaj Mandi, State funds for roads development & maintenance it is total more than Rs.15000crore. behind BOT funda, in most of BOT contract roads, ministers & bureaucrats are investing their black money for regular income. So these dirty bustards transferring roads through MP Road Development Corporation, to BOT contractors. In place of that, most BOT roads were very bad shape, from Lebad to Ratlam, Ujjain to Indore, Guna to Biora, Indore to Ichhapur, etc., & all others. While there is clear provision, if roads are in bad shape, then up to proper maintenance, BOT contractor can not charge, any fee from vehicles. But in place of termination of BOT contracts, generally Chief engineers collect funds as bribe from contractors & refuses to cancel. CE TS Reen did in case of Indore-Ujjain, Indore-Ichhapur, Lebad-Ratlam, etc., & same other CEs & total PWD & its minister Kailash Vijayvargiya did. CE TS Reen collecting funds from corrupt contractors & engineers. At present, CE TS Reen, holding 9dn. Including 5 tribal districts, Dhar, Jhabua, Badwani, Khandwa & Khargone, getting funds from 9 executive engineers, these engineers are having contracts of more than Rs2000 crore, no construction & maintenance of buildings, roads, rest houses, bridges, colonies, & other govt. estates, properties, leases are according to law, manuals & CSR. They are getting funds from CRF, KUM funds, state govt. road funds, NABARD, MP & MLAs funds for development of their constituencies etc., at least he is collecting funds more than Rs.2crore pa paying royalty to Min. Kailash Vijayvargiya, EnC, CS & PS etc., Of course, it is traditional system of distribution of bribery and called by pipe line earning of money. While most of roads, buildings & other properties in very bad shape. In all new constructions & maintenance, all contractors are not utilizing material and completing work according to terms & conditions of tenders, 40% funds are utilizing properly. Of course, he is also ignoring all laws, manuals & CSR of PWD for getting money. At present he is holding property of more than Rs.1crore, cash & bank balances on different names of more than 2 crore. That’s why these dirty corrupt, cunning, shrewd are unable to provide information under right of information. Most of Engineers are executable under MPVBANA 1982 & PCA1988: Most of engineers & contractors executable under MP Vinirdishta Brashta Aacharan Nivaran Adhiniyam 1982 & Indian Prevention of Corruption Act1988. Sec. & subsection of MPVBANA from 3 to 14 are for execution of work by contractors executing under concerning engineers. In most of work, in all contracts, contractors are not utilizing quality of material & work of terms & conditions of tender. It is big part of corruption, in all 60 divisions of state of this public works dn. In all works contractors ignoring most of law such as labour law, CSR & manuals of PWD and quality of material & work is very poor & very low. Contractor Manish Jain is a son of EE KC Jain, dn.2 Indore having contract under PWD dn.1, it is clear violation under sec.11 of MPVBANA 1982. getting payment easily, while quality of material & work is not according to standard of manuals and also violating rules of time limit of work according to tenders. Of course most of engineers are conspirators & supporting corrupt contractors for their earning, ignoring quality, that’s why most of roads comes in very bad shape within 6 to 8 moths or in one rain. Most of soil & material testing labs are closed by their dist. EE: MP PWD having their soil, cement, bricks, stone, bitumen & other material testing laboratories on each district level for testing of quality of material etc utilizing in construction of roads, buildings, etc., are intentionally closed since last 01.04.05. Now there is no quality control of material utilizing by contractors.
